I'm thinking that using a fusible to attach the wool would make it too stiff - yes? Also, what about quilting it - is it usual to quilt over the top of an applique?

To my post #6 (don't know if you saw it) in this thread I am adding concerning appliqué-quilting:
appliqué is normally quilted around the templates, only some (i.e. Baltimore f.ex.) have some quilting stitches on the templates to add to the design and creating some relief-decoration (some lines on a leave ...), but not felt-appliqué. If an appliqué-piece would be larger to need additional fixing, you could fix it on some places with some pretty buttons/pearls or tie (making knots and leaving about 1/2 inch of the thread) with pretty embroidery-floss.
